What is the difference between data residency and data sovereignty?

Data residency is where data is physically stored. Data sovereignty concerns which laws and which parties can control or compel access to it. Data can reside in Canada and still be exposed to foreign legal access through the company that operates the service.

Does sovereignty mean replacing our cloud providers?

Rarely all at once. Most organizations reduce risk in stages: taking control of keys and identity first, building exit options for critical workloads, and moving selected systems to sovereign alternatives where the risk justifies it.
